The City of York released its January 2025 City Manager’s Report, detailing key initiatives, departmental updates, and upcoming projects.
Community Engagement
•The city participated in downtown business planning, the York County Regional Chamber’s Business Person of the Year award, and the 14th Annual MLK Celebration Breakfast.
•Planning began for the annual Juneteenth Celebration.
•The city launched its 2025 Community Events Calendar.
•Logo designs for the Summer Concert Series will be open for public voting in February.
Administration
•The City Manager continues stakeholder meetings and economic development discussions with prospective businesses.
•Work is ongoing on a 5-year personnel plan, pay adjustments, and organizational structure improvements.
•The city is finalizing its first-ever Annual Crime Report, set for release in February.
•York received the GFOA Distinguished Budget Award and is aiming for the Triple Crown Award in 2025.
Finance
•The city earned $310K in interest from its LGIP General Fund investments in the first three months of FY2024-25.
•The $6.6M in state appropriations will fund Fire Station #2 (including a police substation) and upgrades to the Recreation Complex.
•York is implementing new BS&A accounting software and finalizing the city-wide AMI water meter project.
Public Safety
•Police:
•Responded to 5,709 service calls.
•Conducted school safety training with York School District One and SLED.
•Officer Lt. Dale Edwards was honored for Community Service.
•Fire:
•Interior fire department renovations were completed.
•Plans for Fire Station #2 are progressing.
Human Resources
•Strengthening partnerships with York Technical College and local high schools for internships and job fairs.
•Working on a 2025 employee service award program.
•Current vacancies: 3 police officers, 3 firefighters, and 1 patrol sergeant.
Parks & Recreation
•Youth basketball season is underway.
•Registration opened for youth baseball and softball (ages 6-14).
•Phase 2 of City Park is complete, with a grand opening event to be announced.
•Green Street Park renovations are 85% complete.
Public Works & Utilities
•Hydrant maintenance and flow testing continue to ensure compliance.
•The Liberty Street waterline project included the installation of four new hydrants.
•Infrastructure and utility improvements are progressing in multiple residential and commercial developments.
Planning & Development
•38 residential and 10 commercial construction permits were issued.
•Several new developments, including Quik Trip on Filbert Highway, received zoning approvals.
•Ongoing projects include Monterey Park, Asbury Ridge, Brighton Springs, and McFarland Estates.
Capital Program Management
•The city is securing FEMA reimbursements for Hurricane Helene-related repairs.
•A new City of York podcast, “York Talks,” has been recorded.
•Efforts are underway to audit vendors for business license compliance.
