York County Council Approves Multiple Rezoning Cases, Honors Citizens Academy Graduates

The November 4, 2024, York County Council meeting began with an invocation led by Council Member Watts Huckabee from District Six, followed by the Pledge of Allegiance. The meeting officially opened with the oath of office for new appointees to various boards, including the Catawba Mental Health Board, the Stormwater Appeals Board, and the Rock Hill/York County Convention and Visitor’s Bureau.

A notable agenda item was the recognition of graduates from the York County Citizens 101 Academy. Participants dedicated nine months to learn about county government operations, attending sessions led by different county departments. The Council applauded their dedication to becoming informed citizens and encouraged others to join future sessions.

The public forum session had only one speaker, Ronnie Taylor, who updated the Council on the Veterans Day Parade scheduled for November 9. He shared details about the parade, including the lineup and the honorees, such as a 100-year-old WWII veteran as the Grand Marshal.

During the public hearing, the Council discussed and approved several rezoning cases:

  1. Case #24-37: Seven parcels in the Lake Wylie area were proposed for rezoning from various designations to RMX-6 to align with multifamily development standards. The Council approved the first reading with modifications, excluding a parcel needing further notification.
  2. Case #24-48: A 4.48-acre parcel was approved for rezoning from agricultural to rural development use, facilitating an adjacent property combination.
  3. Case #24-49: A 3-acre portion of a property in Rock Hill was rezoned to allow for boat and RV storage, aligning with nearby land use plans.
  4. Case #24-50: A 0.68-acre parcel on Cedar Grove Road was rezoned to allow for consolidation with an adjacent property, curing a non-conforming lot size.
  5. Case #24-51: A parcel on Ward Drive was rezoned to accommodate a residential addition, streamlining the permitting process.

The Council also approved the allocation of $33,467 for a conservation easement and deferred an HVAC renovation bid decision pending further information. The Planning and Zoning Committee provided updates on several initiatives, including minor subdivisions, non-conformity allowances, and wall sign limitations.

The meeting concluded with an executive session focused on legal advice, followed by a vote on a press release before adjournment.
