Conway Teen Charged with Terrorism in ISIS-Linked Bomb Plot

Conway, S.C. – A 17-year-old from Conway, identified as Daniel Fox Fischer, was arrested on June 9, 2025, by the South Carolina Law Enforcement Division (SLED) following accusations that he plotted to join the Islamic State extremist group and planned to build a weapon of mass destruction.

Charges filed
Fischer has been charged with:

  • Threatening or conspiring to threaten real or personal property using a destructive device

  • Possession or use of a weapon of mass destruction for an act of terrorism

Both charges stem from actions alleged by SLED and local law enforcement agencies.

Investigation details
According to court warrants, Fischer communicated his intent to affiliate with ISIS between April and August 2024. In that time frame, he allegedly conspired with individuals—both domestic and foreign—to gain the technical expertise necessary for a bombing campaign.

The FBI’s Joint Terrorism Task Force identified evidence that Fischer obtained:

  • Video tutorials on constructing explosive devices

  • Information on radio-controlled improvised explosive devices (RCIEDs) and C‑4 explosives

  • Training manuals and communications endorsing terrorist activity

Additional evidence reportedly included photos of Fischer wearing a vest resembling an explosive vest and showing support for ISIS. A confidential source also indicated that Fischer intended to use such a device against local targets in South Carolina.

Legal status
Fischer was booked into the J. Reuben Long Juvenile Detention Center in Horry County, with no bond set.

The Conway Police Department requested SLED’s involvement, and the case will be prosecuted by the 15th Circuit Solicitor’s Office.


What comes next:

  • The Solicitor’s Office will formally indict Fischer, after which a preliminary hearing will be scheduled.

  • If convicted, he faces serious federal or state-level penalties involving destructive devices and terrorism-related offenses.
