Rock Hill Council Approves North Anderson Road Annexation and Rezoning, Adopts Utility Easement Abandonment, and Adds Adult Daycare Project

The Rock Hill City Council meeting on August 11, 2025 covered a mix of annexation, rezoning, and infrastructure matters, along with a resolution on street acceptance and utility bill credit awards. The recognition of the Carolina Storm 16U Basketball Team was postponed due to player and coach scheduling conflicts. Council approved the consent agenda, including annexation and rezoning for Red River Road/Commerce Drive, gave first reading approval to abandon unused utility easements, approved annexation and rezoning for a proposed adult daycare center on North Anderson Road, and discussed the implications of accepting new city streets in light of county road maintenance funding policies. Section 4 – First Reading Ordinance

Partial Abandonment of Utility Rights-of-Way and Easements – Round Hill Court

  • Presenter: Jimmy Beckley (City staff)
  • Background:
    • Property owners on Round Hill Court requested the abandonment of old utility easements that were no longer active.
    • These easements were originally established for infrastructure purposes but are now unused and considered an encumbrance to planned development.
    • The request came after one property owner wanted to build at the rear of their property, and the easement’s existence restricted the project.
    • Staff routed the proposal through all city departments to confirm no ongoing or future need for the easement.
    • Six properties were impacted by the easement, and abandonment would clear them for development.
  • Recommendation:
    • Planning staff recommended abandonment since the easement was inactive and unneeded.
  • Council Action:
    • Motion made and seconded for first reading approval.
    • No further discussion or questions from Council.
    • Vote: Unanimously approved.

Item 5C – Annexation & Rezoning: 742 & 745 North Anderson Road

Petition M-2025-12 by 742 North Anderson, LLC

  • Location: 2.0 acres, two parcels (one with a 9,524 sq. ft. building and parking lot, the other with additional parking).
  • Current Zoning: Urban Development (UD) in York County.
  • Proposed Zoning: Limited Commercial (LC) with Design Overlay District (DOD).
  • Proposed Use: Adult Enrichment Centers plans to convert the existing building from a co-working space to an adult daycare center.
  • Surrounding Area:
    • North – Credit Union
    • South – Industrial user
    • East – City of Rock Hill electrical substation
    • West – Commercial uses across North Anderson Road
    • General vicinity includes Hutchison Acres subdivision and Rock Hill Industrial Park.
  • Access & Transportation:
    • Dual frontage on North Anderson Road (principal arterial) and Huey Road (local road).
    • Huey Road currently dead-ends but has right-of-way for potential future connection to Nations Ford Road.
    • Mount Gallant Road widening project (York County Pennies for Progress) will add a shared-use path.
  • Sidewalks: Sidewalk present along North Anderson Road; missing along Huey Road. DOD requirements could mandate installation if redevelopment reaches certain cost thresholds.
  • Applicant Request: Remove DOD designation to avoid compliance costs.
  • Planning Commission Recommendation: Approval of LC without DOD.
  • Staff Recommendation: Approval of LC with DOD for consistency and higher design standards.
  • Council Discussion:

  • Annexed adjacent unincorporated parcels into the city.

Item 5E – Annexation Ordinance

  • Formally amends Chapter 7 of the city code to annex and assign zoning/ward designation for North Anderson Road/Huey Road Area I.
  • Approved unanimously.

Item 5F – Rezoning Ordinance for Annexed Area

  • Rezoned 2.0 acres from UD to LC with DOD for the annexed parcels.
  • Approved unanimously.

6. Resolution

  • Acceptance of City Streets
    • Periodic adoption of streets into city ownership and maintenance, primarily in the Hutchison property area now out of warranty.
    • Discussion: Concerns raised by Councilman Black about county road funding changes requiring city matching funds for projects funded by gas tax revenue already generated by city residents. Suggested reviewing future street acceptance policy.
