A Singapore-based tire manufacturer announced plans to build a massive production facility at the Lancaster and Chester Railway Distribution Park in Richburg, South Carolina, a development that represented one of the most significant economic investments in Chester County in years.
Giti Tire, one of the world’s largest tire companies, selected the nearly 1,500-acre site in Chester County for its first North American manufacturing operation. The facility was planned as a state-of-the-art plant spanning 1.7 million square feet, encompassing production, distribution, and research and development operations.
A Boost for the Region
The announcement came as a major win for the I-77 corridor and the broader York and Chester county region. Officials projected the investment would create up to 1,700 jobs over a decade, with the overwhelming majority of workers expected to come from South Carolina. The plant also carried a projected economic impact exceeding $1 billion for Chester County and surrounding communities.
The L&C Railway Distribution Park in Richburg, developed by the Lancaster and Chester Railway in the late 1970s as a strategic hedge against declining textile traffic, had already attracted notable industrial tenants. The arrival of a global tire manufacturer of Giti’s scale signaled a new chapter for the park and for the short-line railroad that serves it.
Rail Access a Key Factor
The Lancaster and Chester Railway, a 62-mile short-line carrier owned by Gulf and Ohio Railways, provides freight service across Lancaster and Chester counties and connects with both CSX and Norfolk Southern. That dual Class I access gave the industrial park a competitive advantage in attracting large manufacturers dependent on reliable inbound raw material shipments and outbound finished goods movement.
The tire plant would generate substantial rail traffic, as manufacturing operations of that scale require consistent movement of rubber, steel, chemicals, and finished tires.
Production and Growth
Giti broke ground and eventually began production in October 2017. The plant surpassed one million tires produced in 2018 and continued to expand. The company’s $560 million investment generated hundreds of jobs, with roughly 95 percent of employees living in South Carolina and nearly 90 percent residing in Chester County and the immediately surrounding area.
The facility stands as one of the most consequential industrial developments along the I-77 corridor in recent memory, transforming a former textile-dependent region into a hub for advanced manufacturing.
