Rock Hill City Council will hold a special session Thursday morning to take final action on the rezoning, land sale and tax incentives tied to Project Palmetto Rock, the code name for the Octapharma plasma manufacturing facility planned on Palmetto Parkway. The 8 a.m. meeting comes after York County approved an amended version of the incentive agreement that has divided the two governments.
The session hands the council its last procedural steps to keep the project moving. Members are scheduled to consider a Planning Commission recommendation on the rezoning, second reading and adoption of two related ordinances, and a restated resolution that would bring the city’s consent in line with the deal the county adopted.
Rezoning at 3286 Palmetto Parkway
The council will weigh a recommendation from the Rock Hill Planning Commission on petition M-2026-06, filed by Bolton & Menk Inc. on behalf of the applicant. The petition seeks to rezone about 50 acres at 3286 Palmetto Parkway, part of tax parcel 664-00-00-021, from Industry General (IG) to Master Planned Business and Industrial Park (MP-BIP). Sean Paone of Bolton & Menk is listed as the representative. The commission recommended approval.
A separate ordinance amending the city’s official zoning map for the same 50 acres is up for second reading and adoption. Adoption on second reading would complete the rezoning.
Sale of the city property
A second ordinance would authorize the disposition by sale of the Palmetto Parkway property from the City of Rock Hill to Project Palmetto Rock. It is also set for second reading and adoption. The measure would transfer the site to the project as the facility moves toward construction.
Restated consent follows county vote
The resolution on the agenda ties most directly to York County. Council will reconsider its earlier approval and take up a restated and amended resolution that would give conditional consent to including the Project Palmetto Rock property in a joint county industrial and business park for a limited period. The resolution also addresses conditional consent to property tax incentives, including Special Source Revenue Credits, for the property taxes or fee in lieu of taxes owed on the site.
The fee in lieu of taxes arrangement, known as a FILOT, and the revenue credits form the core of the incentive package. Rock Hill and York County have clashed over consent and amendment authority for the agreement, and the restated resolution would update the city’s position following the county’s action. The agenda also carries an executive session heading, though it lists no separate closed-session item.
The council could clear the rezoning, the land sale and the restated consent in a single morning session. The meeting begins at 8 a.m. Thursday in Council Chambers at City Hall.
