SLED Charges Two Conway Residents in Dogfighting Investigation, Rescues 33 Dogs

The South Carolina Law Enforcement Division charged two Conway residents on April 15, 2026, in connection with a dogfighting investigation that led to the rescue of 33 dogs from a Horry County property.

Prentice Shiobhan Jackson, 47, faces 33 counts of Ill Treatment of Animals, 16 counts of Animal Fighting or Baiting, and one count of Criminal Conspiracy. Rontisha Elena Huggins-Jackson, 48, faces one count of Criminal Conspiracy. Both were booked into the J. Reuben Long Detention Center in Horry County.

SLED executed a search warrant at Jackson’s residence in Conway on April 15. Investigators found 33 dogs on the property, many noticeably underweight and isolated from one another, with untreated medical conditions. A veterinarian evaluated multiple dogs on the scene and determined that several had been kept in conditions consistent with dogfighting operations and showed scarring consistent with dogfighting injuries.

According to arrest warrants, a number of the dogs were tethered by logging chains and provided housing that failed to protect them from the elements, with no apparent weather proofing and no clean water. Warrants describe some dogs held in pens covered in molded feces with dirty water and no food.

SLED surveillance of the location began as early as January 2026. Investigators determined through a large amount of physical and digital records that Jackson owned the dogs for no reason other than fighting or baiting, including breeding to perpetuate dogfighting. Jackson was determined to own the property and operate a venture referred to in records as “Pnitty’s kennels.” Huggins-Jackson was also observed in seized electronic records promoting the kennel operation and was found to have entered into agreement with Jackson regarding the treatment and living conditions of the 33 dogs.

The case will be prosecuted by the 15th Circuit Solicitor’s Office. SLED was assisted by the Horry County Police Department and animal rescue partners.
