South Carolina boat owners are one signature away from significant financial relief after the House of Representatives unanimously passed a bill Tuesday to slash property taxes on watercraft. The legislation now moves to Governor Henry McMaster’s desk for final approval.
The House’s decisive action follows a previous 39-1 vote in the Senate on March 5. If signed into law, the bill will address South Carolina’s current standing as one of the states with the highest boat tax rates in the nation, which currently sits at 10.5%.
Phased Reductions and Administrative Changes
The legislation outlines a gradual reduction of the tax rate from the current 10.5% down to 6%. This transition is designed to take place over a three-year period, with the lower rate scheduled to be fully implemented by 2030.
Beyond the tax cuts, the bill introduces several measures intended to simplify the administrative burden for boat owners:

Title Consolidation: The requirement for outboard motors to hold separate titles will be eliminated.

Unified Billing: Boat owners will have the option to consolidate tax notices for their boat, motor, and watercraft into a single, streamlined document.
