A Rock Hill City Councilman steps down, and a familiar face inserts her name as a candidate to fill the seat

WRHI reported that Brent Faulkenberry is stepping down from his seat on Rock Hill City Council effective April 1st. He said it was due to getting a new job and relocating to the Charleston area. Faulkenberry was voted in back in 2023 and previously served with the Rock Hill School Board. With that, a familiar face has announced her name as a candidate to fill the seat. Former CFO with the City Anne Harty sent a release to media this morning. That release is below.

Rock Hill, S.C. — Anne Poag Harty, CPA, CGFO, a lifelong public finance professional and former Chief Financial Officer for the City of Rock Hill, announced today her intention to run for the Rock Hill City Council Ward 2 seat.

Harty brings more than 34 years of experience in local government finance and five years in public accounting, along with a long record of leadership at the local, state, and national levels. A Winthrop University graduate and Certified Public Accountant since 1990, she has also held the Certified Government Finance Officer designation since 1994.

Harty retired from the City of Rock Hill in 2025 after 20 years of service, during which she was honored with a Key to the City. Prior to her tenure in Rock Hill, she served York County for 14 years as Treasurer and Finance Director. She currently serves as Vice President of Operational Consulting for First Tryon Municipal Advisors.

Her professional leadership includes serving on the GFOA National Executive Board (2022–2024), chairing the National Finance Committee, and contributing to multiple national and state committees over three decades. She is a past President of GFOA-SC and has been recognized with numerous awards, including CFO of the Year by the Charlotte Business Journal (2017), and the national Outstanding CPA in Local Government Award from the AICPA (2015).

Harty’s commitment to Rock Hill extends beyond her professional service. She currently serves as Vice-Chair of the Westminster Towers Board of Directors and is active in leadership roles at Westminster Presbyterian Church. She has previously served on the boards of The Life House, the York County Museum, and Historic Rock Hill. Her candidacy continues a family legacy of public service: her father, grandfather, and great?grandfather all served on Rock Hill City Council.

“Rock Hill has shaped my life, my career, and my family for generations,” Harty said. “I am running for City Council because I believe in responsible stewardship, transparent government, and thoughtful planning for the future of Ward 2 and our entire community.”

Anne and her husband, Brian, have five grown children and six grandchildren.
