Lancaster County Council Appoints Willis Interim Administrator; Marstall to Assist in Transition

LANCASTER, SC — The Lancaster County Council has turned to a familiar face to lead the county administration during an upcoming leadership transition. On Monday, Dec. 8, the council voted to appoint Steve Willis as the interim County Administrator, effective Tuesday, Dec. 9, 2025.

Willis is no stranger to the role or the responsibilities it entails. He previously served as the Lancaster County Administrator for 14 years, from 2007 through 2021. Most recently, Willis has been serving as the Director of Research and Planning for the Lancaster County Sheriff’s Office, a position he took in October 2021 after leaving the administrator post.

The appointment comes as the county prepares to bid farewell to outgoing Lancaster County Administrator Dennis Marstall. Marstall, who was hired to succeed Willis following his 2021 departure, has accepted a new position as the City Manager of Wichita, Kansas.

Marstall’s final day with Lancaster County is set for Monday, Dec. 29. According to the Council, both Marstall and Willis will work together through the end of the month to ensure a seamless transfer of power and a successful transition for county operations.
