SCDOT Secretary Proposes 30% Cut to Agency Regulations

The South Carolina Department of Transportation (SCDOT) is moving to significantly streamline its operations. Late last week, Secretary of Transportation Justin Powell announced a proposal to reduce the agency’s regulations by 30% following a comprehensive internal review.

The proposal aims to eliminate rules that are no longer useful, are outdated, or are unnecessarily burdensome. Powell stated that his focus since becoming Secretary has been on increasing the agency’s efficiency and modernization.

SCDOT plans to publish the proposed regulatory changes in the State Register later this month, which will initiate a formal public comment period.

Once the public comment window closes, the proposal will be submitted to the General Assembly for consideration during the 2026 legislative session.

SCDOT encourages public participation and will review all feedback submitted during the formal comment period. Members of the public can submit their feedback via:

  • Mail: Ginny Jones, Public Involvement Director, SCDOT Office of Public Engagement, 955 Park Street, P.O. Box 191, Columbia, SC 29202.
