Rock Hill Drug Trafficker Sentenced to Over 20 Years in Federal Prison

A Rock Hill man, Sean Demetrius Goins, 54, has been sentenced to more than 20 years in federal prison for distributing fentanyl. He received a sentence of 245 months’ imprisonment, to be followed by an eight-year term of court-ordered supervision. There is no parole in the federal system.

Goins was identified as the leader of a drug trafficking organization that operated across a corridor spanning from Rock Hill to Columbia. The investigation found that Goins sold fentanyl or possessed it with the intent to sell on eight separate occasions.

Following his arrest in May 2023, federal agents with the Drug Enforcement Administration (DEA) searched his property and located significant evidence, including:

  • Four firearms, two of which had been reported stolen.
  • Miscellaneous ammunition.
  • Two kilogram presses.
  • 1,365 grams of fentanyl and 494 grams of cocaine.

The court ultimately held Goins responsible for trafficking a total of 11,475 grams of fentanyl, along with cocaine and a fentanyl analogue.

Goins is a repeat offender with a history of serious criminal convictions. He was previously sentenced to 20 years in the Middle District of Pennsylvania for conspiracy to distribute and possession with intent to distribute crack cocaine. He also has a prior 2020 felony conviction for assault with a dangerous weapon, felon in possession of a firearm, and habitual offender status.
