Rock Hill Man Arrested on Child Sexual Exploitation Charges

South Carolina Attorney General Alan Wilson today announced the arrest of David Earl Sebastian, 65, of Rock Hill, on two charges related to the sexual exploitation of minors. The arrest was made by investigators with the York County Sheriff’s Office’s Internet Crimes Against Children (ICAC) Task Force, with assistance from the Attorney General’s Office, also a member of the state’s ICAC Task Force.

The investigation into Sebastian began after investigators received a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC). This report led authorities to Sebastian, who investigators state distributed files containing child sexual abuse material.

Sebastian was taken into custody on June 2, 2025. He faces two felony counts of sexual exploitation of a minor, second degree, an offense punishable by up to 10 years imprisonment for each count.
