Dr. Abbey Duggins appointed Deputy Superintendent and Chief Academic Officer for the South Carolina Department of Education

Dr. Duggins joined the SCDE as the Director of the Office of Early Learning & Literacy in 2022

WEST COLUMBIA, S.C. – Today, the South Carolina Department of Education (SCDE) announced the appointment of Dr. Abbey Duggins as its next Chief Academic Officer and Deputy Superintendent of College, Career, and Military Readiness, effective June 17, 2025.

Dr. Duggins first joined the SCDE team as the Director of the Office of Early Learning and Literacy in September 2022, bringing with her over two decades of experience spanning classroom instruction, school administration, and district leadership.

She and her team notably led the rollout of Science-of-Reading-aligned LETRS professional development training to all K-3rd grade educators statewide after the standout success of the same training in the state’s lowest performing schools.

She was promoted to her current role of Executive Director of Teaching and Learning in July 2024, where she leads initiatives to strengthen instructional quality and student outcomes across the state while overseeing six offices at the agency.

Duggins holds a PhD in Language and Literacy from the University of South Carolina, where she also earned her Master’s degrees in Educational Administration and Language and Literacy.

Commenting on her excitement and vision for the future, Duggins shared:

Throughout my nearly 25 years in education, I’ve seen firsthand how a well-prepared, well-supported educator can transform the lives of children. I’m deeply passionate about excellence in education, and I stand ready to work diligently to continue our statewide efforts to prepare students for college, careers, and beyond.”

State Superintendent of Education Ellen Weaver celebrated her appointment, stating:
