Roger Ledell Baskins, 52, of Lancaster and Charlotte, was arrested Wednesday, May 21, 2025, and faces charges of murder and multiple other offenses following two separate incidents: a family dispute and the fatal shooting of a business owner.
Deputies responded to a family disturbance on Memorial Park Road, where Baskins had been staying. During an argument, Baskins allegedly threatened a family member with a pistol, fired shots into a car, and then smashed windows of two vehicles. No injuries were reported in this incident.
Baskins fled on foot. Family members located him on Willow Lake Road in Lancaster and alerted police. Officers apprehended Baskins after a foot chase. They also found a burgundy 1997 Toyota 4-Runner, later determined to belong to Charles Wilburn Presler, 65, of Rock Hill.
Upon checking Presler’s business, also on Memorial Park Road, deputies discovered him deceased from an apparent gunshot wound. Baskins was found with Presler’s documents, and a pistol was recovered from the 4-Runner. Evidence suggests Baskins arrived at Presler’s business shortly after the family dispute.
Lancaster County Coroner Karla Deese identified the victim as Charles Wilburn Presler. An autopsy is scheduled.
Baskins faces charges including Murder, Armed Robbery, Burglary, Grand Larceny, and multiple counts of Possession of a Firearm during the Commission of a Violent Crime, and Possession of a Firearm by a Convicted Person. For the domestic disturbance, he is charged with Pointing and Presenting a Firearm, Breach of Peace, and Malicious Injury to Personal Property.
Bond was denied by a magistrate on Thursday afternoon. Baskins had served as a deputy for two years.
