Summary of the Tega Cay City Council Meeting – February 18, 2025

The Tega Cay City Council meeting on February 18, 2025, was held at the Philip T. Glennon Center – Council Chambers. The session began at 6:30 PM with the Pledge of Allegiance and a Moment of Silence.


1. Presentations & Reports

Proclamations

The City Council issued several proclamations recognizing outstanding achievements by Fort Mill High School’s athletic teams and individuals:

  • Fort Mill High School Girls Swim Team – Honored for securing their third consecutive 5A state championship.
  • Turner Wiand – Recognized for his record-breaking achievements and multiple gold medals in the South Carolina 5A Division 2 State Meet.
  • Dominic Impens – Acknowledged for his state records and Scholastic All-American honor from USA Swimming.
  • Coach Cindy Van Buskirk – Named 2024 Swim Coach of the Year for her leadership in guiding the girls’ swim team to their third consecutive title.

Financial Reports

  • FY 2023-2024 Audit Presentation
    • Presented by Matt Philips, CPA, the audit received an unmodified (clean) opinion, indicating that the city’s financial statements were fairly presented with no material weaknesses.
    • The city’s net position was $24.9 million, with 15% of funds unrestricted.
    • Business-type activities (utilities) saw a small net decrease of $93,000.
    • The general fund balance stood at $12.4 million, with $8.5 million in unassigned funds.
    • Government-wide expenses totaled $17.2 million, while revenues were $20.7 million, yielding a $3.5 million increase in net position.
  • Q1 FY 2024-2025 Finance Report
    • General fund revenues: $2.6 million (15% of the budget), with most revenue expected in Q2 and Q3 from property taxes.
    • General fund expenditures: $4.3 million (25% of the budget), aligned with expectations.
    • Utility revenues and expenditures were on track, though impact fees came in lower than budgeted.
    • Stormwater revenue was expected to increase in the second and third quarters.
    • Events and hospitality revenues were beginning to pick up.

City Manager’s Report

  • Fire Department
    • Welcomed Jamie Johnson as a new firefighter.
    • Announced promotions and upcoming safety inspections.
    • Firehouse Story Time event scheduled for February 22.
  • Utilities
    • Guaranteed Maximum Price (GMP) negotiations were ongoing for ARPA-funded water treatment plant upgrades.
    • Lift Station 17 was scheduled for an upgrade in early March.
  • Development Updates
    • Work continued on the Main Street project, and a subdivision plan for the Dam Road development was under review.
    • Walmart had received a permit for renovations to expand its online order capacity.
    • A new business license portal was live, and a code enforcement portal was expected by spring.
  • Stormwater and Environmental Concerns
    • The city reinspected the Serene Point stream erosion issue, and findings were sent to SC DHEC for further review.
  • Recreation and Events
    • Youth baseball registration was open through March 1.
    • 2,400 children registered for spring sports programs.
    • The 2025 events calendar had been released, including the Best Dam Food Festival, concert series, and Catawba Fest.
    • Catawba Park soccer fields were officially open.
  • Public Works
    • The sign replacement program was expected to be completed by April.
    • City crews were preparing for winter weather road treatments.
  • FEMA Reimbursement Process
    • The city was still processing Hurricane related reimbursements.

2. Joint Public Hearing with Planning Commission

The City Council and Planning Commission held a public hearing on two key zoning amendments:

  • Amendment to the Marina Overlay District (Ordinance 77)
    • The Planning Commission conducted an extensive review of the Marina Overlay District, receiving strong public input.
    • A site visit was conducted to assess development impacts.
    • A survey yielded 787 responses, helping guide revisions to zoning regulations.
  • Main Street Development Phasing Plan
    • Developers submitted a new proposed phasing plan for Main Street. 

3. Public Comments

  • Residents expressed concerns about stormwater runoff, particularly in relation to the Main Street project.

4. Approval of Minutes

  • Minutes from the January 21, 2025, meeting were approved.

5. Unfinished Business

  • Second Reading of Ordinance 598
    • Amended the Parks, Recreation, and Events Committee and Stormwater & Environmental Committee structures.
    • The ordinance corrected a membership discrepancy in the Stormwater Committee.
    • Passed unanimously.
  • Second Reading of Ordinance 599
    • Adjusted the 2024-2025 Parks and Recreation fee schedule.
    • Passed unanimously.

6. New Business

  • Cart Path Repair Project
    • Pinnacle Golf Management was authorized to proceed with cart path repairs.
  • Comprehensive Plan Update
    • Council discussed the committee selection process for the new comprehensive plan.
    • Two Planning Commission members, two City Council members and five residents will to serve on the steering committee.

7. Council Comments

      • Council members praised the Staff and Planning Commission’s work.
