New Rule Restricts SC Commercial Driver’s Licenses to US Citizens and Green Card Holders

The South Carolina Department of Motor Vehicles (SCDMV) has implemented a significant change to its licensing requirements: only U.S. citizens and permanent legal residents (Green Card holders) are now eligible to obtain a commercial driver’s license (CDL) in the state.

The updated policy restricts the issuance of new CDLs, as well as the renewal or transfer of existing CDLs, to these two categories of residents. Previously, individuals with certain other temporary legal statuses were able to apply for and hold commercial licenses.

SCDMV officials have clarified that the change will not affect current CDL holders. The new restrictions apply only to the future issuance and renewal of commercial licenses. Furthermore, the new eligibility rules do not impact standard, non-commercial state driver’s licenses.

This change brings South Carolina in line with a growing number of states tightening restrictions on commercial licensing eligibility. CDLs authorize individuals to operate large, heavy, or placarded hazardous material vehicles and require applicants to meet stringent federal and state security and testing standards.

The new rule impacts the state’s commercial trucking and transportation sector, which relies heavily on licensed drivers. Applicants must now provide proof of citizenship or permanent residency status during the CDL application or renewal process to meet the revised eligibility criteria.

The SCDMV advises all current and prospective commercial drivers to check the agency’s official website or visit a local office to confirm their eligibility and ensure they have the necessary documentation before attempting to apply for or renew a CDL.
