Lancaster County Council OKs Budget Amendments, Rezoning, and New Board Appointments

LANCASTER – Lancaster County Council handled a full slate of business at its Sept. 8 meeting, including budget changes, land-use approvals, and new appointments. Council also took action following an executive session by voting to remove a library board trustee.

The agenda was amended early in the meeting to postpone an employee recognition to Sept. 22 and a planning item to Oct. 13.

Public comments focused heavily on development concerns near Barber Rock in Indian Land. Residents urged council to review alleged violations of buffer, setback, and tree-protection rules. Planning staff confirmed they are monitoring the site.

Council then approved the consent agenda, which included minutes, commission changes, and a financing ordinance.

A budget amendment passed unanimously on second reading to adjust for higher-than-expected state aid to libraries and to allocate $1.8 million in Capital Sales Tax 2 funds for road projects on Cleveland Street and Rise Lane.

By a 4–3 vote, council approved changes to the “Redwood” development agreement in Indian Land, extending its term, updating the site plan, and clarifying allowable uses.

On a 7–0 vote, council adopted a Unified Development Ordinance amendment defining large grocery and hospital facilities and allowing additional wall signage. Council also approved first reading of a rezoning request for a half-acre parcel on Fox Lane, changing it from low to medium density residential.

Three residents were appointed to the new International Code Board of Appeals: Stacy Roberts for a two-year term, and Chad Catledge and Harrison Blackwell for four-year terms.

In executive session, council discussed library board issues and personnel matters. Returning to open session, members voted unanimously to remove Britney Smith from the Lancaster County Library Board of Trustees.

Council adjourned following the vote.
