South Carolina lawmakers are advancing House Bill 4163, a proposal to dissolve the South Carolina High School League (SCHSL) and replace it with a new state-run organization, the South Carolina High School Athletic Association (SCHAA). The SCHAA would be governed by an 11-member board appointed by the governor, legislative leaders, and the state superintendent of education, excluding current coaches, athletic directors, and school administrators.
The SCHAA would serve as a state agency, tasked with setting athletic rules, managing playoffs, ensuring participation opportunities for all students—including homeschoolers and private school students—and establishing an appellate panel to handle disputes.
Supporters argue the change is needed after controversial SCHSL decisions and believe state-appointed leadership will ensure greater accountability and transparency. Opponents, including the South Carolina Athletic Coaches Association, warn that removing experienced educators from leadership could harm student-athletes.
As of April 22, 2025, the bill has cleared the South Carolina Education Subcommittee .
