Rock Hill Man Sentenced to 10 Years in Federal Prison for Transporting Minor

A 27-year-old Rock Hill man has been ordered to serve a decade in federal prison following his conviction for transporting a minor across state lines for criminal sexual activity.

Dai Quan Matthew Felix received a 120-month sentence from United States District Judge Mary Geiger Lewis. The court also mandated a 10-year term of supervised release to follow his incarceration. Because there is no parole in the federal system, Felix will be required to serve the entirety of his prison term. Additionally, he must register as a sex offender for the remainder of his life.

Evidence presented during the proceedings revealed that between August and November 2024, Felix traveled through North and South Carolina with a 14-year-old girl. During this period, investigators determined that Felix engaged in sexual intercourse with the victim.

Law enforcement officials recovered Felix’s mobile phone during the investigation, which contained sexually explicit videos of himself and the minor. This digital evidence played a central role in the guilty plea and subsequent sentencing.

The prosecution was part of Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat child sexual exploitation and abuse. The program coordinates federal, state, and local resources to apprehend individuals who exploit children and to provide rescue and support for victims.
